It's a pretty surreal experience traveling all the way to Cape Soya.
Disclaimer: Prices and timing are subjected to change based on multiple factors such as time, weather and seasons
Details of my travels below:
Started from Asahikawa Station to Wakkanai via the Soya-Sarobetsu Limited Express.
I booked a Green Car express tickets.
(train ticket ranging from 8000 Yen onwards, travel time 4-5 hours).
Timing of trains BASED on date of video upload:
3 trains daily at 0900HR, 1335HR and 2006HR.
I would recommend getting on the first train due to the long journey.
You can also get to Wakkanai by driving, or a domestic flight to Wakkanai Airport.
Oh, because its winter, dragging your luggage from the station to the hotel is not joke.
ESPECIALLY with the ankle/knee deep snow.
My Accommodation:
Surfeel Hotel Wakkanai.
They have 2 restaurants and a top floor bar with a great view at level 12.
A great opportunity if you are looking to get some aerial view photos.
Rates, location and restaurants operating times are found here:

Getting to Cape Soya:
Again, timing are subjected to change based on weather.
By Bus
Schedule found in video 1:56.
By Taxi Hire
It cost me 20600 Yen for a round trip to Cape Soya and back to hotel.
Travel time is about 40 mins to Cape Soya depending on weather.
