Landlord Electrical Inspections: Amendment 1

Well, this is the last I shall be doing on condition reporting and the new landlord legislation. We’ll never all agree on what should be a C2/C3 even if the likes of NAPIT and ESF lay it down, so go do what you gotta do, but do it diligently!

A point to clarify: There is what sounds like a contradiction in this video as I talk about 18th applying "to new installations and alterations", then I later say you don't have to apply 18th to alterations as it's not always practicable. The earlier statement should have read as "new installations and additions" as you apply 18th to the design of anything new, e.g. a new circuit, new socket spur etc. You don't always apply the requirements of the latest standard to alterations such as replacing a light fitting or changing the faceplate of an accessory as that's like-for-like. The point was there are electricians out there who are writing off circuits as C2 for their lack of RCD protection, then going to the next job where they're happy to be paid to make alterations on equivalent circuits without demanding it's updated. How can you write off a circuit as 'potentially dangerous' on a report, yet certify the same kind of circuit as perfectly sound on a minor works?

On NAPIT's C2 coding of cabling in walls, my thanks to Alex at Kanconnections who contacted NAPIT to ask about this. Their (abbreviated) response:

"... Section D deals with the Extent and Limitations of the Inspection and Testing which then list the areas within the installation that have NOT been inspected unless agreed with the client.

... the inspector is not commenting on any cables concealed within the fabric of the building; therefore 5.10 and 5.12.3 & 4 should be marked as a Lim on the schedule of inspections.

The reasoning for assigning a C2 to the items 5.10 and 5.12.3 & 4 is when they have been observed within the premises and inspector has deemed to comment on the EICR regarding such cables, that there are dangers present to the users of the installation."

The Competent Persons Register from The Department for Communities and Local Government have a database of all registered electricians. Note however that there is nothing to differentiate electrical installers from electrical inspectors, so if you find someone on here, check their bona fides for performing inspection work:
