Cyrus II, known as Cyrus the Great (c. 600–530 BCE), founded the Achaemenid Persian Empire and transformed a regional kingdom into the largest empire the world had yet seen. Rising from the Persian heartland, he defeated the Medes, then conquered Lydia in Anatolia and Babylon in 539 BCE. His capture of Babylon was notable for its relative restraint; he presented himself not as a destroyer, but as a legitimate ruler chosen by the local gods.
Cyrus pioneered a model of imperial governance that balanced power with pragmatism. He allowed subject peoples to retain their religions and customs, famously permitting exiled communities, including the Jews, to return home. This policy of tolerance, combined with military brilliance and administrative foresight, laid the durable foundations of a multicultural empire stretching from the Aegean Sea to Central Asia.
