‘She was always dancing’: Family mourns young instructor killed at Folsom station

Family and friends are remembering Elinor Peace Steffy, a 22-year-old dance instructor who was struck and killed by a driver at a Folsom light rail station. Her father, James Weems, said he learned of her death over the weekend and is struggling to make sense of the tragedy. Police say Steffy was on her way to work at the Hawkins School of Performing Arts when the crash happened Thursday. The Folsom Police Department says the cause of the crash remains under investigation and could take weeks or months to determine. Investigators say preliminary findings do not indicate alcohol was a factor.
