Laura Belin recorded this video on January 28, 2026, as an Iowa Senate State Government subcommittee considered Senate Study Bill 3045. This bill, proposed by State Government Committee chair Ken Rozenboom, would require verification of citizenship for Iowans registering to vote. Bill text:

This video shows all of the public testimony about the bill, beginning with concerns raised by Doug Struyk, lobbyist for the Iowa State Association of County Auditors. (In Iowa, county auditors are the election administrators at the county level.) The association is currently registered "undecided" on the bill, but Struyk noted some of the logistical problems, especially for people who register to vote on election day. Also, Iowa county auditors don't have access to the federal government's SAVE database.
Eric Gookin of the Iowa Secretary of State's office gave the senators information about how that office is working on checking the citizenship status of registered voters in Iowa.
Near the end of the subcommittee meeting, Democratic State Senator Cindy Winckler raised many potential problems with the bill, which she did not support moving forward.
Rozenboom and the other Republican senator on the subcommittee, Scott Webster, signed off on moving the bill to the full committee.
