I always thought Weapon Power would be better for Moira, but it turns out attack speed has significantly more benefits. For one, her base lifesteal is not increased by weapon power, but attack speed hits more often which increases the amount of health you get back.
Her ultimate also fires quicker dealing more damage (the same % increase as Ability Power adds). This means you can create an insane build where her grasp deals huge damage, her ult deals huge damage, and her healing is quite strong too.
