From a leading exponent to its harshest critic, President Museveni has said that he cannot appear before the International Criminal Court in The Hague while still serving as Head of State. He was prompted to respond after France 24's Marc Perelman prodded him on whether the indicted Kenya President Uhuru Kenyatta should stand trial at The Hague. Museveni suggested that under municipal law, a sitting Head of State enjoys immunity.
