PGR: How to approach the 100% Rate Up Anniversary Banners as a new player

Despite there being no shortage of FOMO during a collab patch, ESPECIALLY during the DMC Collab patch, we also have another very important event ongoing: The 100% Rate up anniversary banner.

100% Rate up banners are exceedingly rare in PGR outside of brand new character releases, so this is an opportunity to fill some gaps in your roster, with the caveat that you have any resources left after the DMC banners.

I've gone over this topic before, but in this video I offer some basic tips and advice about how to approach the 100% banners as well as some general info on worthwhile targets that are available on the current anniversary banner.
