Better Than Restaurant? Sri Lankan Black Pepper Beef Recipe

Welcome back to Meals of Foodies! Today I’m sharing one of my favorite Sri Lankan beef dishes – Black Pepper Beef. This recipe is full of bold flavor, with tender slow-cooked beef, freshly crushed black pepper, garlic, ginger, and fragrant curry leaves.
I used a simmering cut of beef that becomes beautifully tender when cooked slowly. After cooking, the beef is fried with spices to create a rich, peppery sauce that coats every piece of meat. The result is a dish that’s spicy, aromatic, and incredibly satisfying.
This dish goes perfectly with rice, roti, or even garlic butter rice. If you enjoy strong Sri Lankan flavors, you’ll love this recipe.
🥩 Ingredients
(Serves 3–4)
550 g beef (stewing beef / simmering cut)
1 large onion, sliced
4 garlic cloves, chopped
1 inch ginger, sliced
2 green chilies (Optional)
1 handful curry leaves
1½ tbsp crushed black pepper
1 tsp roasted curry powder
½ tsp turmeric powder
100 ml or ½ cup reserved beef stock or water
1 tbsp soy sauce
1 tsp vinegar (Optional)
2 tbsp cooking oil
Salt to taste
Optional for finishing:
small knob of butter
👨🍳 Method
Step 1 – Cook the Beef
Place the beef in a pot with water and a little salt.
Simmer gently for about 60 minutes until the beef becomes tender.
Remove the beef and cut or shred into pieces. Keep some of the stock.
Step 2 – Prepare the Base
Heat oil in a pan. Add curry leaves, garlic, and ginger.
Cook for about a minute until fragrant.
Step 3 – Add Onions
Add the sliced onions and green chilies.
Cook until the onions soften and start to caramelize slightly.
Step 4 – Add the Beef
Add the cooked beef to the pan.
Stir well and fry for a few minutes on medium heat.
Step 5 – Add Spices
Add black pepper, curry powder, turmeric, soy sauce, and vinegar.
Pour in a little beef stock and cook until the sauce thickens.
Step 6 – Finish the Dish
Cook for a few more minutes until the beef becomes slightly crispy and coated in the pepper sauce.
Add a small knob of butter for shine if desired.
🍚 Crispy Garlic Butter Rice
Ingredients
2 cups cooked basmati rice (cold)
5 garlic cloves (thin sliced)
2 tbsp butter
1 tbsp oil
Salt
Chopped parsley or spring onion
Method
Fry garlic slowly until golden crispy. Remove half for topping.
Add rice to same pan.
Season lightly with salt + little pepper.
Mix in remaining garlic + butter.
Top with crispy garlic.
