Superman, DC's first true superhero reporter and justice defender in Metropolis, began his career in June 1938. Initially, he had super speed, invulnerability, super strength, X-ray vision and long leaps as Kryptonian abilities to fight crime.
#20 A shape-shifting creature from somewhere very far away, transformed into the Superman he fought. Made another appearance in the Bronze Age.
#19 A villain who could cause darkness with his own devices and has night vision to better rob the city. A similar villain has also fought Mary Marvel.
#18 A criminal scientist who knew how to control the rain and blackmail with his ability. Zatara has also fought a similar villain.
#17 Crime boss in Metropolis in a story where Superman is accused of killing Clark Kent. The same villain has appeared in Adventures of Superman where he learns Superman's identity.
#16 A criminal who could control insects, jump long jumps and shoot spider webs, Later tried to ally with Brainiac.
#15 A criminal comic book artist who knows how to bring comic book villains to life. Later appeared in the All-Stars Squadron series.
#14 A criminal scientist with a deadly lightning cannon who demanded a ransom from Metropolis. Later appeared in the All-Stars Squadron series.
#13 A skilled archer and big game hunter who moved on to hunting people if they didn't pay him a ransom. He also appeared later in the Bronze Age.
#12 A Golden Age Metallo, not a robot but more of an Iron Man-style villain with his indestructible armour and flying. He also appeared later in the Bronze Age.
#11 A rare female villain in golden age Metropolis and actually because #5 controlled her body. It was only later that she became a villain in her own will.
#10 A terrorist from Metropolis who blew up places unless he was paid a ransom. The same villain is perhaps even more famous for his appearance in the 50s Adventures of Superman series.
#9 A criminal magician and fake hypnotist who is the first character to use Kryptonite against Superman. A similar character also appeared in the Adventures of Superman series.
#8 The Riddler before the Riddler. The genius of games who forced Superman to play Lois Lane's freedom with him.
#7 Three criminals who attempted a coup on the planet Krypton but were thwarted by Jor-L and banished from the planet until they arrived on Earth and encountered Superman. Led by General Z... no, wait a minute... U-Ban with two of his henchmen. It's a familiar story, only the names have changed over time.
#6 The top 6 is clear because they have significantly more appearances (more than 2) than the others. First up is Metropolis' best con man whose tricks Superman often had to unravel.
#5 A dangerous mad scientist and the first supervillain Superman ever faced, until #1 took his place as his arch-nemesis.
#4 A master of robotics who can make toys like Dolls/ships and gadgets to commit crimes in Metropolis.
#3 Trickster imp who has often been a nuisance to Superman, causing chaos in Metropolis until Superman finds a way to make him say his name backwards.
#2 The top 2 have far more appearances than any other villain of the Golden Age of Metropolis. Another of them is a criminal who uses jokes and pranks to his robberies as well as silly weapons, he's like a more low-key version of Joker.
#1 Superman's arch-enemy in the Golden Age, a mad scientist who first appeared as a red-haired man but later became bald, resembling Superman's first nemesis #5. They initially went head-to-head to see whether superpowers or mechanical devices would win, and since he lost, he has been Superman's worst enemy ever.
