The Baltimore Animal Rescue and Care Shelter (BARCS) issued a state of emergency after seeing a record number of animals come through its doors over the past three months. "It's been extremely challenging," said Jen Brause, executive director of BARCS. The animal rescue facility in Cherry Hill has taken in more than 3,700 animals since the beginning of May.
