TOWN BOARD MEETING AGENDA
MONDAY, DECEMBER 8, 2025 - 6:00 PM

Call to Order:
Certification of Compliance with Open Meetings Law
Roll call
Pledge of Allegiance
Approval of Town Board Minutes of 9/4/25; 9/8/25; 9/24/25; 9/29/25; and 10/1/25.
Approve Payment of Bills as presented – roll call vote.
Public Comment. Citizen statements are limited to three (3) minutes. Although the public may speak on any item not included on this agenda under Public Comment, the Board cannot respond or discuss the issue at
this time. In accordance with Open Meetings Laws, the Board must notice an item on the agenda to allow for discussion on that matter. Attendees may ask questions or express an opinion about specifically listed agenda
items when that item is being discussed. Your comments will be considered, and may be placed on a future agenda for further discussion.

New Business:
1 Discussion with Johnson Block regarding 2025 audit services and options, and possible approval of Engagement Letter with Johnson Block for 2025 audit services (to be completed in 2026)
2 Update on open Town Chair position and open Airport Commission seat.
3 Update on recent snow storm and plowing.
4 Appointment of 2026-2027 Poll Workers. (Jean Beck, Margaret Burlingham, Leslie Ott, Sue Halser, Dawn Ingenthrone, Sandy Murphy, Mark Montgomery, Terri Orchard, Jackie Roland, Kay Demler).
5 Discussion regarding County’s Accessory Dwelling Unit ordinance and possible recommendation to County regarding the same.
Old Business:
6 Update and possible action or direction on Town Board order previously issued to Robert Cease, owner of W1317 South Shore Drive, Palmyra, WI (order required property owner to remove debris from property)
7 Discussion and possible action related to Fire and EMS contract between Town of Palmyra and Village of Palmyra.
8 EXECUTIVE SESSION. This discussion requires a closed session because it involves confidential strategy related to contract negotiations, and open discussion could adversely affect the Town’s position. Entering into closed session under this exemption is necessary to preserve negotiation strategy.
Adjourn to closed session, to reconvene, pursuant to Chapter 19.85(1)(e) of the Wisconsin Statutes “Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session.” Item to be discussed: Negotiation of Town’s Fire/EMS contract .
9 RECONVENE INTO OPEN SESSION
10 Discussion and possible action related to Fire and EMS contract between Town of Palmyra and Village of Palmyra.
11 Adjournment.

The Board Chair or officers of the Board may interrupt, warn or terminate speaker’s statements if the comments become derogatory or disrespectful at any time during the meeting. Comments made will be directed to the Board and not to other attendees. If any attendee does not conduct themself in an orderly and respectful manner, the board will ask the person or persons causing a disturbance to leave.
Should you need to vacate the Town Hall for any reason, even if you are returning after a closed session meeting, please take all of your personal belongings with you.
