While the 2025 plan includes expanding blended learning, fostering the edtech ecosystem, and enhancing teacher training, it lacks structural coherence when viewed through the lenses of complexity education and the OECD’s digitalization principles. The policy is missing standards for outcome-based assessment and feedback systems, as well as data governance, and it falls short on information disclosure and performance metrics in terms of educational choice and competition. The policy’s focus should shift from activities to structure, requiring evidence-based design.
