Analysis:
Cao Pi's EX weapon and moveset are pretty cool. His C1 has a very functional stun and C6 has 3 elemental activations. His Musou II is very strong, capable of almost OHKO double defense generics. The freeze that comes along with his Musou II is very helpful as well.

C1, not C1 EX, is a very nice tool to stun officers. Stunning them will help 99% guarantee his Musou II to hit. Or, Cao Pi can stun them, sneak behind them, then perform Musou II. This will prevent them from blocking "immediately."

Note: The AI behavior for enemy officers after a stun is to block immediately, but they don't turn or anything, they just block. So by walking behind them, this method will work, like .... 99.9% of the time. This works for all characters as long as they have the "stun" animation (animations like Cao Pi's C1 or any Musou "stuns").

C6 is his best and going to be his most used charge attack because of the elemental activations and for Rage refilling purposes. After a Musou II, enemies are planted on the ground from the freeze, allowing Cao Pi to use C6 and refill on the dead bodies. It is not a massive refill, but there is a good 10~20% refill when used on a sufficient frozen crowd. With this method, Cao Pi should refill Rage quite comfortably with just Rage Springs.

His Pure Elemental setup consists of Cyclone, Thunder, Slash and Explosive. This is weapon is used mainly for hyper officers. Against hyper officers, perform a Musou II to freeze the officer in place, after that, perform a C6. With this strategy, Thunder activation rate will occur on every hit of C6 because the enemy is grounded.

Musou II is his best Musou and should be the most used Musou for him. Musou I can OHKO generic officers, but that's about it. Musou Aerial is usable, if Cao Pi is ever airborne.

With Havoc, his Pure Elemental weapon can be used as an alternative method to crowd clear with C6. With Cyclone, Slash and Explosive, shield peons will break relatively easy because of Cyclone and Slash + Explosive will inflict collateral + instant-kill damage to all peons in the C6 vicinity. Pretty nice actually, and this aids his Rage refill through C6 as well.

If Cao Pi ever needs to reserve his Musou because the stage is low in population, C6 is enough to carry him through any stage with Musou pushed as a secondary offense or reserved for defensive maneuvers.

In my opinion, Cao Pi's (True) Rage Musou is "meh" usable, but it is not worth wasting his Rage and Musou for it, unless he is in a life or death situation.
