A heated constitutional debate unfolded in the Lok Sabha during the no-confidence motion against the Speaker, as Asaduddin Owaisi raised a detailed point of order questioning the legality of the proceedings. Citing Articles 95 and 96 of the Constitution and the Supreme Court’s Nabam Rabia judgment, Owaisi argued that once a notice for the Speaker’s removal is submitted, the Speaker should not exercise discretionary powers related to the motion. He also flagged the absence of a Deputy Speaker for seven years, calling it a “constitutional vacuum.” Responding to the concerns, Ravi Shankar Prasad said provisions under Rule 10 and Article 95(2) allow a panel member to preside, with the Chair asserting the House is procedurally ready to begin debate.
