Use setup 1 at the end of Sea Slide 2, or as a backup after messing up another setup. Use setup 2 or 3 at the start of Sea Slide 1 and Sea Slide Comet (2 is simpler, 3 may be marginally faster). Use setup 4 at the start of Sea Slide 2.
These setups all work with Mario as well.
0:00 - Setup 1: From underwater, hold the stick Down and shake repeatedly
0:58 - Setup 2: Enter the water without holding Z, hold Up and shake once to jump out, wait a bit, then shake repeatedly
1:23 - Setup 3: Enter the water while holding Z and Up, wait a bit, then start shaking and hold Down
1:46 - Setup 4: At the start of the penguin race, start shaking slightly after the '1' without touching A or stick

There are more possible setups, but to keep this video concise I went with the easiest of the useful setups.
Another notable water-entry setup involves a ground pound. Pound, then a moment after you enter the water, hold Down and start shaking. The height from which you pound shouldn't matter. I never got particularly consistent at this setup, but it could be faster than setups 2 and 3 in some cases.
It would be nice to find a faster setup to use at the end of Sea Slide 2, but I haven't found one that I particularly liked.
You get a surface spin when you are consecutive-spinning and you reach the surface during the last 11 frames of your spin cycle. The cycle has 30 frames, so if you leave it to chance, you have a 11/30 chance of getting the surface spin.
Setup 4 is really old and not found by me, despite the fact that it uses that obscure spin buffering mechanic. The first mention I've seen of this setup is from stelzig in November 2007: • SMG - faster than a speeding penguin: 0:55.76
Setups 1-3 are relatively new to my knowledge (I've mentioned 1 and 2 recently, and 3 is new).
