The challenges of the war in Ukraine and its global humanitarian consequences have once again highlighted the lack of coordinated humanitarian policies and reform approaches and intensified the international debate on coordination issues. The reform backlog of humanitarian aid, its drastic shortfall in funding and the diminishing acceptance of international law and a protected humanitarian space reinforce the calls for actors who could counteract in a coordinated and strategic manner. In this context, high expectations are directed at specific Western governments, which are considered to be rather principle-based and "like-minded" but have so far only been able to meet these expectations to a limited extent. At the same time humanitarian organisations tend to prioritize individual agency over coordination on behalf of common objectives and related tensions arise, in Global North fora as well as regarding for example cluster coordination in the Global South with limited local participation.
Which role does limited strategic alignment and coordination of humanitarian reform approaches play in the current absence of a humanitarian awakening in spite of escalating reform needs? What would in particular the Western European governments which follow a more principled approach require and need to prioritize in this regard? How should relevant donors coordinate their efforts in a more strategic way? And what power dynamics impede a more aligned and strategic reform agenda by civil actors?
