Maxie is played by Marc Thompson in the 4Kids Advanced anime dub, and I can say he definitely fits more than his counterpart Archie's voice. Thompson sounds naturally snooty, a little sophisticated and even funny at times. However as it goes on I do feel that his take runs out of steam quickly and it feels a bit too much like a Saturday morning cartoon villain when Maxie really needs to be taken seriously as a leader.
In Generations he is played by Lex Lang. If Archie is the emotional and boisterous leader, then Maxie is the polar opposite: cold and calculating, which Lang portrays pretty well. Lang has a cunning, authoritative edge to his performance which, while it isn't particularly memorable, just fits the character better.
In Masters he is played by an unknown actor, who just comes off as Thompson's take but somehow less charismatic and sophisticated. It seemed like they were directed to act snobby and nothing else, and while Thompson was at least memorable this actor just isn't. I wouldn't say it's awful or anything, but the direction and performance REALLY could use some work.
