The new 1978-81 Candidates cycle began in Lviv. A very strong Zonal tournament was held there. So strong that even former champion Smyslov failed to qualify. In the previous cycle, Smyslov, through his connections with the government, had taken a place in the Interzonal from Kuzmin, and now Kuzmin had the opportunity to take revenge and eliminated him in this cycle. Justice does exist, after all. In Lviv, the top five places were taken by 1) Balashov, 2) Vaganian, 3) Tseshkovsky, 4) Kuzmin, and 5) Romanishin. But only four spots remained for the Interzonal. This means that 3rd, 4th, and 5th places will have to play a playoff to decide who will be eliminated. Only two of the three Candidates will go to the Interzonal in Riga. So Tseshkovsky, Romanishin, and Kuzmin arrived in Tallinn to decide the fate of two tickets to Riga.
