Why did Ethiopia’s “developmental state” experiment collapse? The conventional wisdom is that it failed because the EPRDF lacked the competence needed to carry out the prescriptions the model dictated.
The academic Thomas Lavers argues there were more factors than mere incompetence. In his book Ethiopia’s ‘Developmental State’, he characterises the model as something distinct from the East Asian cases it is commonly likened with, and makes the case that it was always going to face fundamental structural challenges, which, he writes, it eventually did.
This conversation is principally based on that book. We try to answer some crucial questions, such as: What assumptions did people like Meles have, and were they aware of the structural challenges Tom writes about? What role did the so-called Ethnic federalism play in undermining the developmental state project? Was the “national question” over stated?
We hope that this discussion helps create a degree of clarity around the basic assumptions successive Ethiopian regimes have made and why, so far, nobody has found a durable answer to Ethiopia's two basic questions: the land and national issues.
