The ongoing hunt for Russian kleptocrats’ assets has brought to the forefront of the global agenda the urgent need to tackle persistent anonymity of asset ownership. Academics and activists have long called for the creation of a global asset register to record the real owners of companies, properties, luxury goods and other high-value assets. The EU, which has been a front-runner on corporate transparency, is particularly well-placed to make significant advances in this regard. Now, the surprise November 2022 ruling from the EU Court of Justice, which invalidates public access to company beneficial ownership registers, risks undoing previous progress. This workshop will unpack the transformative power of asset ownership transparency and discuss the way forward – in the EU and globally.
