Como se recuerda, el proyecto Línea Amarilla, que unirá el distrito de San Juan de Lurigancho y Callao, fue concesionado a la empresa brasileña OAS en el 2009 por la segunda gestión de Castañeda y tuvo una inversión inicial de US$ 571 millones.

Sin embargo, en el 2011, la entonces alcaldesa Susana Villarán cambió de nombre el proyecto a Vía Parque Rímac y empezó a construirse en 2012. Tras esto en el 2013 se firmó una primera adenda, que incluyó el fideicomiso de 74 millones con los que se iba a construir el Proyecto Río Verde.

Pero en julio del 2015, Castañeda sustituyó dos intercambios viales en Evitamiento por la construcción el puente Bella Unión de la avenida Universitaria y se cambió el destino del fideicomiso de Río Verde para la construcción del by-pass de 28 de julio.
