The ready reckoner rate, which determines the minimum value for property transactions and is used to calculate registration fees and stamp duty, is set to increase for the financial year 2025-26. The Inspector General of Registration and Controller of Stamps, along with the state town planning authority, has proposed a hike of 15% for Pune and Pimpri-Chinchwad municipal areas, 12% for municipal councils, and 10% for rural regions. Once approved by the state government, the new rates will take effect from April 1, leading to a significant rise in property prices, including residential and commercial establishments. The ongoing evaluation of property transactions from January to November will guide the final decision, which is expected to be completed by February.
This proposed hike aligns with the state’s vision to generate higher revenue, leveraging the rapid real estate expansion in the Pune Metropolitan Region. Mega infrastructure projects under PMRDA, such as the Purandar International Airport, ring road, green corridor, and township developments, are expected to drive significant investments in land. A special meeting on the hike was held on January 28 at the Pune District Collector’s office, but only one MLA attended, despite invitations to all 22 legislators. Concerns have been raised about ensuring uniform rates within survey numbers and reconsidering hikes in underdeveloped areas. Additionally, suggestions have been made to exempt restricted zones like funnel zones, Biodiversity Parks (BDP), and reserved lands from the increase.
