The Human Rights Commission has condemned the alleged inhuman and degrading treatment of a female employee at Zamfresh following the circulation of a video on social media showing two foreign nationals restraining the worker.

In a statement issued on 6th March 2026, Commission Chairperson Pamela Towela Sambo said the manner in which the employee was restrained was unreasonable, excessive and unlawful.

Dr. Sambo said although private individuals are permitted by law to make an arrest where there is reasonable suspicion of a criminal offence, the treatment shown in the video violated the victim’s dignity and bodily integrity.

Preliminary investigations by the Commission indicate that the incident occurred within Zamfresh premises, which are secured with a perimeter fence, lockable gates and security personnel, making the extreme method of restraint unnecessary.

The Commission further stated that the actions of the supervisors amount to a violation of the victim’s constitutional rights, including freedom from inhuman and degrading treatment under Article 15 of the Constitution, as well as the right to personal liberty.

Dr. Sambo also noted that the victim, who was arrested on 1st March 2026 and detained at Lusaka Central Police Station, was not brought before a court within the required 24 hours or released on police bond as stipulated under the law.

The Commission has since called on law enforcement agencies to thoroughly investigate the matter and ensure that those responsible are held accountable.
