On August 7, 2022, at approximately 2115 hours, I responded to the area of North Decatur Road and
Clairmont Road in reference to reports of street racing activity. GSP Aviation was monitoring the
location and advised that numerous vehicles were blocking the roadway and pedestrians were
beginning to occupy the intersection. As I approached with other troopers and officers, I observed a
white sedan fleeing the area. TFC Rutledge pursued the violator. I joined the pursuit as the
secondary trooper. I immediately notified the communications center of the pursuit, location, and
direction of travel. The sedan, a white Lexus, fled southeast on Clairmont Road at high speeds. The
violator passed other vehicles dangerously and nearly crashed several times. The pursuit turned
southwest on Scott Boulevard and then east on Pinetree Drive. TFC Rutledge was setting up for a PIT
when the violator aggressively braked and turned onto Pinetree Drive. TFC Rutledge was unable to
make the turn, so I became the primary trooper in the pursuit. I heard TFC Tennant advise that he
would handle the radio traffic. My intent was to allow TFC Tennant to pass and take over as the
primary trooper, but due to the speed and reckless nature of the violator, the opportunity never arose.
The violator turned west on West Ponce De Leon Avenue. While on Ponce De Leon Avenue, the
violator entered a sharp right curve near East Lake Drive at a very high rate of speed. The violator was
unable to negotiate the curve and the Lexus entered the eastbound lanes. The Lexus struck a white
sedan in the left side with its front. The Lexus came to rest in the roadway, and the second vehicle
came to rest off the roadway. I positioned my patrol car in the eastbound lanes to create a barrier and
traffic detent for oncoming traffic. I then exited my patrol car with my sidearm displayed. I observed the
driver exiting the vehicle and immediately laying on the ground. As I approached, I did not observe any
other occupants in the Lexus. When I saw the violator on the ground with empty hands, I holstered my
sidearm and placed him in handcuffs. TFC Rutledge took control of the violator. I then confirmed the Lexus was clear of other occupants before redirecting my attention to the second vehicle. The driver
was located in the backseat, apparently trying to crawl out. TFC Tennant and I made contact with the
driver, who was the sole occupant of the vehicle, and confirmed that he was not seriously injured. An
ambulance was dispatched to the scene to evaluate both drivers. The driver of the bystander vehicle
was transported for treatment. TFC Rutledge transported the violator for medical clearance. TFC
Tennant investigated the crash.
