To truly understand the future of AI, we must look not only at the supply side—the tech companies building it—but also at the demand side. Powerful and demanding users can shape how AI evolves.
Take two real-world examples.
First, consider the tension between the Pentagon and AI companies like Anthropic and OpenAI. When a demanding customer such as the Pentagon pushes for battlefield AI systems with extremely low error rates—and even proposes removing human soldiers from the decision loop—it forces suppliers to work much harder to improve accuracy and reliability. High-stakes demand can accelerate technological improvement.
Second, the Screen Actors Guild has pushed for rules requiring AI-generated films and TV shows to pay royalties similar to human actors. While this protects performers, it may also push AI developers toward fully synthetic productions that no longer rely on human likenesses at all.
Finally, the classic principle “Garbage In, Garbage Out” still applies in the age of AI. If users provide poor or incomplete information, the outputs will be flawed. Demanding better AI also means providing better inputs.
In short, AI development is not shaped by technology alone—it's shaped by the people and institutions that demand it.
