A new state bill, modeled after a payroll tax in Seattle, is set to be introduced in Olympia and aims to collect more than $2 billion a year from the likes of Amazon and Microsoft.
State Rep. Shaun Scott (D), Seattle, will formally unveil the proposal on the Capitol steps on Tuesday.
In an interview, he says he’s floating the proposal to offset the federal funding cuts from the Trump Administration’s “Big Beautiful Bill”.
"The Well Washington fund is about investing in critical silos of public sector spending at the same time that the same time that the Trump administration is defunding them,” said Scott on the eve of unveiling his proposal.
The bill seeks to tax the largest private employers where workers earn more than $125,000 a year, imposing a 5% tax on payroll expenses above that salary threshold. He says companies with more than 50 employees and a payroll in excess of $7 million and gross receipts of more than $5 million would pay into the fund.
Scott says that would raise $5.5 billion per biennium.
