ବରଗଡ଼ ଜିଲ୍ଲାରେ ଧାନ ସଂଗ୍ରହ ପ୍ରକ୍ରିୟାରେ ଅବ୍ୟବସ୍ଥାକୁ ନେଇ ଚାଷୀ ଅସନ୍ତୋଷ ଦିନକୁ ଦିନ ବଢ଼ୁଛି। ଆଗାମୀ ଧାନ ସଂଗ୍ରହ ପାଇଁ ମଙ୍ଗଳବାରରୁ ଚାଷୀ ପଞ୍ଜୀକରଣ ପ୍ରକ୍ରିୟା ଆରମ୍ଭ ହେବାକୁ ଥିବାବେଳେ ଗତ ଖରିଫ୍ ଋତୁର ଧାନ ବିକ୍ରି କରିବା ପାଇଁ ଜିଲ୍ଲାର ଅନେକ ଚାଷୀ ଏପର୍ଯ୍ୟନ୍ତ ପଞ୍ଜୀକୃତ ହୋଇ ପାରିନାହାନ୍ତି। ବିଭାଗୀୟ ଅଧିକାରୀଙ୍କୁ ଆବଶ୍ୟକ କାଗଜପତ୍ର ଦାଖଲ କରିଥିଲେ ସୁଦ୍ଧା ଅନେକ ଚାଷୀ ଧାନ ବିକ୍ରିରୁ ବଞ୍ଚିତ ରହିଛନ୍ତି।
ଏହାର ପରିଣାମ ସ୍ୱରୂପ ଚାଷୀଙ୍କ ଧାନ ବିଭିନ୍ନ ମଣ୍ଡି ଓ ଖଳାରେ ଖୋଲା ଆକାଶ ତଳେ ପଡ଼ି ରହିଛି। ଭେଡ଼େନ ବ୍ଲକ ଅନ୍ତର୍ଗତ ସହରାଟିକ୍ରା ମଣ୍ଡି ଉପରେ ନିର୍ଭରଶୀଳ ବହଲପାଲି, ତାଲମେଣ୍ଡା, ଦେକୁଲବା, ପାତରପାଲି, ଦେହେରୀପାଲି, ସାନ ପିପିଲିପାଲି ଓ ଖଗସିପାଲି ଆଦି ଗ୍ରାମର ଚାଷୀମାନଙ୍କ ପ୍ରାୟ ୨୫ ହଜାର ପ୍ୟାକେଟ୍‌ ଧାନ ବିକ୍ରି ଅପେକ୍ଷାରେ ରହିଛି।
ଧାନ ଉଠାଣ ପାଇଁ ବାରମ୍ବାର ଦାବି କରିଥିଲେ ସୁଦ୍ଧା ପ୍ରଶାସନିକ ସ୍ତରରୁ କୌଣସି ସ୍ପଷ୍ଟ ପଦକ୍ଷେପ ନ ନିଆଯିବାରୁ ଚାଷୀମାନେ ଆନ୍ଦୋଳନରେ ନାମିଛନ୍ତି। ସୋମବାର ଚାଷୀମାନେ ବାଇକ୍‌ ଯୋଗେ ଧାନ ଆଣି ବରଗଡ଼ ଜିଲ୍ଲାପାଳଙ୍କ କାର୍ଯ୍ୟାଳୟ ପରିସରରେ ଗଦା କରି ଧାରଣାରେ ବସିଥିଲେ। ପ୍ରତିବାଦ ସ୍ୱରୂପ ସେମାନେ ସେଠାରେ ପଖାଳ ଖାଇ ଧାରଣା ଜାରି ରଖିଥିଲେ।
ଏହା ପୂର୍ବରୁ ମଧ୍ୟ ଚାଷୀମାନେ ୧୫ ପ୍ୟାକେଟ୍‌ ଧାନ ଆଣି ଜିଲ୍ଲାପାଳ କାର୍ଯ୍ୟାଳୟ ଆଗରେ ରଖି ଧାରଣାରେ ବସିଥିଲେ। କିନ୍ତୁ ରାତିରେ ସେହି ଧାନ ଗାଏବ ହୋଇଯାଇଥିବା ନେଇ ସେମାନେ ବରଗଡ଼ ଟାଉନ ଥାନାରେ ଅଭିଯୋଗ ମଧ୍ୟ କରିଥିଲେ।
ଘଟଣାସ୍ଥଳକୁ ସହକାରୀ ସମବାୟ ନିବନ୍ଧକ ରାଧେ ମେହେର, ଜିଲ୍ଲା ଯୋଗାଣ ଅଧିକାରୀ ଦିବ୍ୟସିଂ ବଡ଼ମାଳି, ସହକାରୀ ଯୋଗାଣ ଅଧିକାରୀ ବ୍ୟୋମକେଶ ମାଝି ଓ ଅତିରିକ୍ତ ଉପଜିଲ୍ଲାପାଳ ମଦନଲାଲ ପଣ୍ଡା ପହଞ୍ଚି ଚାଷୀଙ୍କ ସହ ଆଲୋଚନା କରି ସମସ୍ୟା ସମାଧାନ ପାଇଁ ୨ ଦିନ ସମୟ ଚାହିଁଥିଲେ। କିନ୍ତୁ ଧାନ ବିକ୍ରି ନ ହେଉଅ ପର୍ଯ୍ୟନ୍ତ ଧାରଣା ଜାରି ରହିବ ବୋଲି ଚାଷୀମାନେ ସପ୍ଷ୍ଟ କରିଦେଇଛନ୍ତି।
ଏହି ଚାଷୀ ଆନ୍ଦୋଳନକୁ ବିଭିନ୍ନ ରାଜନୈତିକ ଦଳ ଓ ସଂଗଠନମାନେ ସମର୍ଥନ ଜଣାଇଛନ୍ତି। ବିଜୁ ଜନତା ଦଳ ଜିଲ୍ଲା ସଭାପତି ସୁଶାନ୍ତ ମହାପାତ୍ରଙ୍କ ନେତୃତ୍ୱରେ ପୂର୍ବତନ ମନ୍ତ୍ରୀ, ବିଧାୟକ ଓ କର୍ମୀମାନେ ଧାରଣାସ୍ଥଳରେ ପହଞ୍ଚି ଚାଷୀଙ୍କୁ ସମର୍ଥନ ଜଣାଇଥିଲେ। ସେହିପରି କୋଶଳ ସେନା, ଆମ ଆଦମୀ ପାର୍ଟି ଓ ବିଭିନ୍ନ କୃଷକ ସଂଗଠନ ମଧ୍ୟ ଆନ୍ଦୋଳନକୁ ସମର୍ଥନ କରିଛନ୍ତି।
ସଂଯୁକ୍ତ କୃଷକ ସଂଗଠନର ଉପଦେଷ୍ଟା ରମେଶ ମହାପାତ୍ର, ରବିଶଙ୍କର ପ୍ରଧାନ, ନିରଞ୍ଜନ ପ୍ରଧାନ, ଯୋଗେଶ ପ୍ରଧାନ, ସୁରେଶ ନିକାଣ୍ଟି ସହ ଅନେକ ଚାଷୀ ଧାରଣାରେ ସାମିଲ ହୋଇଛନ୍ତି।
Farmer unrest is intensifying in Bargarh district over irregularities in the paddy procurement process. While farmer registration for the upcoming procurement season is set to begin on Tuesday, many farmers in the district are still not registered for selling their paddy from the last Kharif season despite submitting all required documents to the concerned department.
As a result, large quantities of paddy remain unsold and are lying in mandis and open fields. Nearly 25,000 packets of paddy belonging to farmers from villages such as Bahalpali, Talmenda, Dekulba, Patarpali, Deheripali, San Pipilipali and Khagasipali under Bheden block are still waiting to be procured at the Saharatikra mandi.
Frustrated by the delay, farmers on Monday brought paddy on motorcycles and dumped it in front of the Bargarh Collector’s office while staging a protest. As part of their agitation, they also ate traditional “pakhala” at the protest site.
Earlier, farmers had brought 15 packets of paddy to the same place, but it reportedly went missing overnight, following which they filed a complaint at the Bargarh Town Police Station.
Senior officials including ARCS Radhe Meher, District Supply Officer Dibyasingh Bada Mali, Cooperative Supply Officer Byomkesh Majhi and Additional Sub-Collector Madanlal Panda reached the protest site and held discussions with the farmers, requesting two days’ time to resolve the issue. However, farmers have made it clear that the protest will continue until their paddy is procured.
Several political parties and organizations including BJD leaders led by district president Sushant Mahapatra, Koshal Sena and Aam Aadmi Party have extended support to the farmers’ agitation. Leaders of farmer organizations including Ramesh Mahapatra, Ravishankar Pradhan, Niranjan Pradhan, Yogesh Pradhan and Suresh Nikanti also joined the protest.
