"When National People's Congress standing committee members and comrades from the Special Commissions went to see local governments for research and investigation, they listened and paid special attention to the opinions of the representatives from those local people's congresses. The NPC also summoned a local people's congress work meeting for the implementation of the Legislation Law, for exchanging opinions on how to improve local legislation work."

STORYLINE:

Amid speculation about his future in the Chinese government, veteran politician Li Peng presented his annual work report to the National People's Congress on Saturday in Beijing.

In his one-hour speech to the Chinese Congress, Li Peng talked a lot about the important role of local governments, but made no promises about changing the way they work.

Political observers say that better communication and a greater range of powers for local governments in China could put pressure on the central government and force it to be more responsive to solving the country's problems.
