Heat rises and cold air sinks. In a two storey house this is barely noticable however in a 3 or 4 storey house the difference is quite extreme. In winter it doesn't matter how you balance the radiators the boyancy of the hot air is such that you can't keep it on the ground floor and you actually get a noticable wind flowing up the stairs.
People from hot countries can't quite work out why the UK is so unbearable in summer when its only mid 30's, its simply because the houses are designed to hold on to their heat and the UK is quite humid. We have AC but its still quite rare in the UK because we prefer to complain about the weather than install AC and 2/3rd of the time ours is in heating mode.
But the good thing about the UK is when its very hot or cold it only lasts a few days. The hottest I have seen is 40C and the coldest around -20C, but in winter it hovers around 0 - 5C and summer 15 - 25C.
