During Senate floor debate on Senate Bill 6346, Sen. Nikki Torres rises in opposition to the Democrats’ proposed income tax. Torres argues the measure would open the door to a broader income tax in Washington and disproportionately harm small and minority-owned businesses across the state.
Drawing from her experience as former president and CEO of the Tri-Cities Hispanic Chamber of Commerce, Sen. Torres explains how many small businesses operate as LLCs, S-corporations, or partnerships — meaning income distributions could trigger significant tax burdens regardless of prior losses or years of reinvestment.
She also raises concerns about Amendment 691, which would delay the repeal of certain retail service taxes until 2030, and questions its long-term impact on startups that often take years to become profitable.
Torres points out that Washington has grown its economy without a state income tax — helping attract major employers and build a strong tech sector — and notes that businesses already pay roughly half of all state and local taxes.
“This bill is about more money for government,” she says. “It’s not truly about helping the people.”
