Researchers are looking to run a two-year pilot programme to see how it would change the lives of the group, with participants drawn from central Jarrow, in north-east England, and East Finchley, in north London. Supporters say schemes can simplify the welfare system and tackle poverty - but critics say it would be extremely costly and divert funding away from public services. So, would the scheme demonstrate that hard work doesn’t pay off?
