The Rajasthan Government has passed the Coaching Centres (Control and Regulation) Bill, 2025 to control the growing problems in the coaching industry. Rajasthan is the biggest hub for coaching in India, especially Kota and Sikar, where nearly 50 lakh students are enrolled. Coaching has become a ₹6,000 crore industry, supporting around 10 lakh people. But along with success, there are serious issues: between 2015 and 2020, 78 students in Kota died by suicide due to pressure and stress. There were also many cases of financial fraud, misleading advertisements, and overcrowding of classrooms.
The Bill has introduced strict rules to deal with these problems. Coaching centres must register with the government, cannot admit students below 16 years of age, and the owners must have at least a graduate degree. They must also provide counseling for students, publish fee details and results on their websites, and cannot make false promises like “guaranteed ranks.” If rules are broken, there will be heavy fines – up to ₹50,000 for the first offence, and between ₹2–5 lakh with cancellation of registration for repeated offences. This is expected to protect students and reduce commercialization.
However, there is also criticism. The Opposition (BJP) says the Bill does not directly address the real. issue of mental health and suicides. Experts also argue that while the law may reduce fraud, it may not reduce stress on students. Despite this, Rajasthan has become the first state to pass such a detailed law on coaching centres. If it works well, it could become a model for the whole country, as other hubs like Hyderabad, Delhi, and Pune face the same problems
