“For me, a disaster equals death.” This is a voice of a person with a disability.
We cannot let society continue like this.

The Nippon Foundation has been providing support to implement a model project of DIDRR in Beppu by bringing the different stakeholders in the community together to clearly outline under everyday conditions when, where and with whom PWDs will be evacuating in a disaster. This video summarizes the results of the first year of this project.

“If there’s a disaster, the family should be the ones to take care of PWDs.” “Who is going to actually carry out all of these idealistic suggestions?” Unfortunately, we believe that reactions like these are not limited to the city of Beppu, but are something we will face in every local community where DIDRR is lacking.

The video shows you the changes in the local residents as well as the PWDs themselves after one year.

“DIDRR” is just a way to spread disability inclusion.

There is no point of setting a boundary between PWDs and persons without disability. Instead, day to day interaction with so called “PWDs” would lead to a new world. A world will come into sight where we can have warm interpersonal relationships, where we can make many new local friends, and where everyone has a place in their community.

When a disaster strikes, people worry for another person’s safety not because they are a “PWD” but because they are a friend. This project aims to create just that kind of community.

「災害イコール、死だと思っている」
これは、障害当事者の声です。

こんな社会のままではいけない。

日本財団は、災害時、障害者が、いつ、どこに、だれと逃げるのか、地域をまきこんで平時から明確にしておくための支援を別府市で行っています。ビデオは、事業の1年目の成果をまとめたものです。
「災害時、障害者の面倒は家族がみればいい」「そんな理想的なことを言ってもやり手なんていない」。残念ながら、これらの反応は別府市だけでなく、障害者インクルーシブ防災が進んでいないどの地域でも直面しうる反応だと思います。

一年後、地域住民、そして、障害当事者にどのような変化があったのか･･･。
「防災」は、ただの切り口でしかありません。
「障害者」という枠をとっぱらい、日々、接することで見えてくる世界。それは、人と人との温かい関わり。地域に仲良しが増えること。地域に居場所ができること。
災害時、安否が気になるのは、「障害者」だからではなく、「仲良し」だから。そんな地域づくりを目指した事業です。
