Minnesota, once hailed as a beacon of hope, family values, and public health, now faces an unprecedented crisis, a crisis not rooted in economic hardship or natural disaster, but in the slow and devastating erosion of public safety, human dignity, and societal order due to rampant drug use and trafficking. From the metropolitan centers of Minneapolis and St. Paul to small towns and rural communities, fentanyl, methamphetamines, opiates, barbiturates, cocaine, heroin, and their pharmaceutical street counterparts have turned our streets into warzones and our people into zombies. The time has come to implement a bold, comprehensive initiative: making the State of Minnesota a Drug-Free State.
From "Drug-Free Zones" to a "Drug-Free State"
We already designate schools as drug-free zones to protect our children from exposure to illicit substances and criminal behavior. But our children do not live only within the four walls of a school, they live in communities, cities, and homes where drug use and drug dealing persist with impunity. We must now extend the logic of drug-free zones to the entire state. A Drug-Free Minnesota means a renewed commitment to:
• Eradicating the sale, distribution, and public use of all illicit drugs and misused pharmaceuticals.
• Reinstating social and civic order through clearly enforced policies.
• Empowering communities to heal and recover with government-supported resources.
New Policies for Reform and Eradication
1. Reformatory Treatment for Addicted Offenders:
Any individual charged with drug use or possession will undergo mandatory reformatory treatment in a dedicated drug rehabilitation institution. Jail time will not exceed one year, and will be served in parallel with treatment programs aimed at physical detox, mental wellness, and life re-integration. This approach saves lives, reduces prison overpopulation, and offers a path back to productivity.
2. Lesser Sentences for Intelligence on Traffickers:
Offenders who provide verifiable intelligence leading to the arrest of major traffickers will qualify for significantly reduced sentences and alternative rehabilitation options. Minnesota must prioritize dismantling drug supply chains over penalizing low-level users.
3. Zero Tolerance for Public Drug Use:
New legislation must make it illegal to be found in a drug-induced state in public spaces. Police and emergency responders frequently encounter individuals “stooped over” in a trance-like or zombie-like condition due to fentanyl and its synthetic variants. These individuals not only pose a danger to themselves but also to children, families, and local business environments.
4. Create New Detoxification and Rehabilitation Institutions:
We must build publicly funded, privately managed institutions across Minnesota dedicated to cleaning up and saving the lives of those addicted. These centers will offer:
• 24/7 medical detoxification
• Mental health treatment
• Job placement and vocational training
• Trauma recovery and peer mentoring
5. Out-of-State Resident and Non-Citizen Protocols:
Minnesota cannot continue to shoulder the burden of national and international drug crises. Any individual found in violation of drug policies who cannot produce a Minnesota ID, birth certificate, or state-issued Social Security number will be repatriated to their state or country of origin. Our emergency rooms, social service programs, and shelters are overwhelmed by transient populations who do not contribute to Minnesota’s economy or civic life.
