The framers of the 1995 constitution praise it for being developed through a rigorous process that, for the first time since independence, engaged the minds of the population. It took six years to complete, with the framers seeing it as an opportunity to create a document that would guarantee lasting peace and, hopefully for the first time, a peaceful transfer of power in Uganda. However, some argue that the constitution, like its predecessors, produced another crisis that has merely been postponed. In this second part of The 1995 Constitution at 30, Jackson Onyango revisits the period to highlight the processes, the people behind the constitution, and the major issues that emerged during its drafting, formulation, and promulgation.
