Institutions failing to comply could face fund cuts or even loss of recognition, with Vice-Chancellors and Principals held personally accountable.

However, controversy erupted as the rules provide legal protection only to SC/ST/OBC students, leaving general category students without safeguards. Critics argue that vague terms like “indirect discrimination” and “violation of dignity” lack clear definitions and could be misused. There is also no penalty for false or malicious complaints, triggering fear among faculty and students alike.

The issue has now turned political. Protests have erupted in several states, upper-caste student groups have taken to the streets, and resignations by BJP leaders in Uttar Pradesh have added fuel to the fire. The Supreme Court has stepped in with an interim stay, signaling the seriousness of the matter.
