From the first episode of the scrapped "Tiny Tim & Friends" show where he was a kids show host.
Fantastic little show. Sadly, Tiny randomly gained a sudden crippling anxiety about children just before the show was filmed, so clearly he's really awkward and scripted.
This is probably what ultimately led to the show never being properly put together.
On top of that his falsetto was in rough shape at that point and he was singing a song he'd not done since the 60s, so ultimately while the passion is definitely there, I'd understand why it wasn't released.
