Before 2010, Lancaster Boulevard was a typical car-centric arterial—a wide, five-lane "stroad" prioritizing vehicles over people. Despite wide sidewalks, the excessive asphalt made downtown uninviting for pedestrians, cyclists, and community gatherings.

Recognizing the need for change, the City of Lancaster invested $11.5 million to revitalize nine blocks of the boulevard. They reduced lanes from five to two and introduced a wide, tree-lined central space called a "ramblas."
