Ashikaga Flower Park (あしかがフラワーパーク)is located in Toshigi perfecture, a 1.5 - 2 hours train ride north, north-west of Tokyo.
It its well known for its purple and white wisteria trees. There are many other flower arrangements in the park and it is very beautiful.
I visited the park during Golden Week so there were a lot of visitors. The Wisteria Festival usually takes place from mid April until mid May and I guess this is the best time to visit. During the evenings there is light up of the wisteria trees and it is even more beautiful than during the day.
The park is however open all year around and there is always some beautiful flowers blooming regardless of season.

You can get to the park from Tokyo by train. I took the Ueno-Tokyo Line from Tokyo Station to Oyama Station and changed to Ryomo Line for Askikaga Flower Park. The station is basically just outside the park. Ticket was about 1900 yen one-way.
You can also get on the Tohoku Shinkansen to Oyama Station. This is a bit faster.
There are more train connections. Google maps is your best friend.
There are also one day trips from Tokyo by bus which some travel agencies arrange.
