Analysis:
Xu Shu is such a nasty monster ...
Xu Shu is probably the best crowd and officer pileup controller in the game backed up with intense damage overtime. And he is able to constantly and consistently pull it off, making it even better or worse, depending on how you look at it.
Xu Shu has Harmony because his main offense is Musou II, which completely throws Affinities out the window. He can spam his Musou indiscriminately and still refill it back up in enough time to cast another Musou II before the first one ended. And he does this without Roar. He can even refill his Rage fantastically without Rage Springs or Triumph, Xu Shu is just plain dirty.
The tactic is Musou II followed up by a C3-3 inside the Musou. Musou II will center and drag enemies to the middle of the Musou where Induction and Explosive will collateral damage the hell out of them. Enemies that are strong against his Affinity cannot Storm Rush nor Musou-counter him because of the rapid stun lock.
Because of the help of Flurry combo building from his Musou II, C3-3 will do tremendous damage and will fill his Musou gauge by at least a bar ~ full, depending on the size of the crowd. Usually he can get two waves of C3-3 before the Musou ends, so feel free to rip another Musou II. Do not use the EX from C3, it sucks and messes up grounded damage and hitbox for his Musou.
Once he rips a Musou II, feel free to stack more Musou II and then end it with a big bang using Rage. This will murder anyone who is inside that bloody storm. With Rage, Accuracy, Induction and Explosive, those attributes are amplified to ridiculous levels. He can overkill so many hyper officers with this combo, it is ridiculous. And if you do it in any fire attack screen, he might even crash your system. " :) " - Xu Shu smiling.
If enemies block his Musou II, just exploit their AI and run behind them. They will guarantee unblock without you needing to do anything else.
Velocity is not used because this will un-bug his Musou refill rate for the worse (by a noticeable amount as well).
Weapon 2 is there to lessen the stress on your console, seriously.

Speculation:
Aggression only works during Musou and (True) Rage Musou phases. Once a character is out of the phase, Aggression does not act as a damage multiplier anymore. I say this because Xu Shu's Musou II actually does less (without Accuracy, Induction, Explosive), when he is free roaming compared to his "Musou phase" animations.
This is similar to WO3U with Typhoon, Echo and Storm not triggering during any Musou phases, but only after free roam; namely Zhou Tai's Musou.
