Italy's health service is facing total collapse. Public
hospitals are overcrowded, understaffed and so
deeply in debt that they often canot afford to buy even
basic medical necessities, like bandages and plasters.
Hospital staff blame the situation on chronic mismanagement
by the army of bureaucrats who administer the system and
some of them have called for reorganisation on the model
of Britain's National Health Service. But Britain's health
service is itself in crisis. It costs 3,000 million to
run the state system, but more money is urgently needed
if standards are to be maintained. Workers are discontented
with pay and conditions; the recent dispute over private
patients in public hospitals has resulted in top
consultants threatening to leave the health service.
