Alcoholism, cultural practices and traditions, illiteracy, and poor leadership have been cited as the major drivers of insecurity in the region. Leaders in the Karamoja sub-region say education is the only sustainable solution to ending insecurity in the volatile area, which has long been characterized by gun violence and cattle rustling.
They made these remarks during the second day of the African Union Amnesty Month outreach programs on voluntary surrender and collection of illicit weapons in the Karamoja sub-region.
