Baltimore seeks to close rental licensing rule loopholes

The Baltimore City Council is working to close loopholes in a 2019 rental property law to further protect tenants from landlords who do not follow licensing rules. Council members on Tuesday held a hearing, at which tenants said they've had problems getting properties repaired, and they hope the city can take more action. The Baltimore City Department of Housing and Community Development estimates there are 45,800 unlicensed rental units in the city.
