Now the Imperial Mandate item is not mythic anymore. It definitely will find a place in every Bard item build.
This rune is for Echoes of Helia the new support item that's extremely cheap and powerful. It's a variation of AP Electrocute build.
As long as you use Font of Life rune, any build will work with Echoes of Helia. When you auto a target you slow them, so the Font of Life procs. When someone hits that target too, Echoes of Helia procs.
Now add Imperial Mandate and Ardent Censer to the mix.
Results are extraordinary.
18.0KDA + 2nd best damage & more healing than Yuumi.
