Hong Kong Governor Chris Patten on Wednesday (2/10) strongly criticised China for its plans to scrap Hong Kong's elected assembly. Addressing the opening of the 1996-1997 session of the colony's Legislative Council, Patten declared that its abolition and replacement by a less
democratic institution could deal body blows to confidence in Hong Kong under Chinese rule.
