Hong Kong Governor Chris Patten on Wednesday (2/10) strongly criticised China for its plans to scrap Hong Kong's elected assembly. Addressing the opening of the 1996-1997 session of the colony's Legislative
Council, Patten declared that its abolition and replacement by a less
democratic institution could deal body blows to confidence in Hong Kong under Chinese rule.

It has done so performance policy commitments, access to in information, my questions and answer session here is part of the process to open up government...Britain also sought to secure to secure Hong Kong in the future the same degree of autonomy in social and economic matters as it
enjoys today.

SOT continues: British ministers have also drawn Chinese leaders' attention to the declaration that the government of the UK and China, that during the transitional period that the UK governemnt will be responsibe for the management of Hong Kong and that the Chinese government will give it's co-operation...A provisional legislature cannot operate in parallel with this council..it makes a bad idea worse. It's unneccessary and provocative.. we will not assist and we
will have nothing to do with it.. I shall however give the greatest support in a positive manner to help my successor. I say this without qualification".
