The Union Cabinet of India has approved a proposal to change the name of Kerala to “Keralam.” But how does a state’s name actually get changed in India?
Under Article 3 of the Constitution of India, Parliament has the authority to alter the name, boundaries, or area of a state. The process begins with a draft bill prepared by the central government. The bill is then sent to the President, who refers it to the concerned State Assembly for its opinion.
Importantly, the State Assembly’s opinion is not binding. After this step, the bill is introduced in Parliament. It requires a simple majority in both the Lok Sabha and the Rajya Sabha. Once passed, it goes back to the President for final approval.
After Presidential assent, necessary amendments are made to the First Schedule and Fourth Schedule of the Constitution, and only then does the new name become legally valid.
Until the full constitutional process is completed, the official name remains unchanged.
