(All lots are needed to win this level, so I sold cheap houses)
Build a sawmill and buy materials. Build a mansion.
Buy empty lots and materials to build more mansions.
Build a workshop. Hire workers and upgrade efficiency.
Build, fully upgrade, and paint Victorians.
Buy the premiere farmhouse with double offer.
Build a mansion in the premiere lot.
Demolish other mansions and the workshop.
Build Victorians, upgrade all buildings and paint Victorians.
