These aircraft — 98-0001 (SAM 004) and 98-0002 (SAM 352) — are part of the Special Air Mission (SAM) fleet, tasked with transporting senior U.S. government officials, including the President, Vice President, cabinet members, and other dignitaries.

While on this occasion no VIPs were believed to be onboard, the aircraft were likely repositioning to support ongoing operations in the United Kingdom. Earlier in the day, U.S. Vice Presidential candidate JD Vance was in the Cotswolds, with movements at RAF Fairford suggesting coordination for future flights.

The Boeing C-32A is a militarized and highly customized version of the Boeing 757-200, fitted with advanced communications systems and an executive interior. The callsign “SAM” is used for missions carrying senior officials other than the President. When the Vice President is aboard, the callsign changes to “Air Force Two.
